High-end luxury residential developments — villas and apartments within gated communities with golf courses, marinas and premium amenities. No minimum price for foreign purchase; USD 375K+ qualifies for permanent residency.

PDS

Property Development Scheme

The most popular and flexible scheme — residential developments with a mix of units and community facilities. Open to foreign buyers with permanent residency eligibility from USD 375K.

RES

Real Estate Scheme

Smaller residential developments in Mauritius. Grandfathered projects retain their status. Foreign buyers may purchase units with residency eligibility at USD 375K+.

SCS

Smart City Scheme

Live-work-play developments — ideal for investors also setting up a business. Units in approved Smart City projects available to foreign buyers with transitional rules post-Finance Act 2025.

G+2

Ground + 2 Apartments

The only route for foreigners to buy apartments outside an approved scheme. Building must have minimum 2 floors above ground. Minimum purchase price: MUR 6 million. Residency at USD 375K+.

IHS

Invest Hotel Scheme

Hotel-branded residences — suites, apartments and villas managed by 5-star operators. Option to place property in the hotel rental pool when not in personal use, generating passive income.

Step 1: Discovery & Property Search

As a foreign buyer, you cannot simply purchase any property in Mauritius. Since the Finance Act 2025, foreign acquisition is strictly limited to government-approved schemes (IRS, PDS, RES, SCS, IHS, G+2). We verify eligibility before you commit a single rupee.

⚠️ Critical 2025/2026 Update

The Finance Act 2025 removed the former USD 500,000 threshold that allowed foreigners to buy property outside approved schemes. Foreign buyers are now strictly limited to approved schemes only. Registration duty for non-citizens has increased from 5% to 10% effective July 2026. We keep you compliant with all current rules.

Personal Acquisition

Property held directly in your name. Simplest route. Subject to Non-Citizens Property Restriction Act. Registration duty: 10% (from July 2026). Suitable for primary residences and straightforward acquisitions.

B

Mauritius Company Acquisition

Property held by a Mauritius-incorporated company (Domestic Company or GBC). Useful for rental income structuring, corporate asset protection, estate planning and multi-shareholder arrangements. We handle the full incorporation.

GBC / Holding Structure

For international investors with complex cross-border requirements — a Global Business Company (GBC) can provide tax efficiency, DTA access and superior estate planning. Requires FSC licensing. We advise on full structure.

Joint Venture / SPV

For investment partnerships or development projects — a Special Purpose Vehicle (SPV) incorporated in Mauritius holds the asset. We design the shareholder agreement, governance framework and accounting structure.

Step 3: Company Incorporation

If you have chosen to acquire through a Mauritius company — or if you are simultaneously establishing a business presence — Axiom handles the complete incorporation process via the CBRIS platform, including all documents, filings and regulatory registrations.

Step 4: EDB & Regulatory Approvals

All foreign acquisitions of property in Mauritius require prior approval from the Economic Development Board (EDB) under the Non-Citizens Property Restriction Act. This is non-negotiable and must be completed before the deed of sale is signed.

Step 5: Financing & Payment Structure

Since 13 December 2024, new mandatory payment rules apply to all foreign acquisitions under IRS, RES, IHS, PDS and SCS. 85% of the purchase price must be paid in Mauritian Rupees (MUR), after transferring funds from abroad in a hard convertible currency (USD, EUR or equivalent).

Step 6: Notarial Deed & Completion

The sale of property in Mauritius is completed by a Notary Public who prepares and registers the Deed of Sale (Acte de Vente). Axiom works alongside your chosen notary — or recommends a trusted notary from our professional network — to ensure the transaction is completed correctly, efficiently and on time.

We review all documentation before signing, ensure the EDB approval is in order, and confirm that all statutory taxes and duties are correctly calculated and paid.

Pre-Sale Document Review

Axiom reviews the Deed of Sale draft, Preliminary Agreement (Contrat Préliminaire de Vente) and all annexures before you sign — identifying any issues or unfavourable clauses.

Deed of Sale Signing

Registration & Transfer

The notary registers the deed with the Registrar General. Axiom tracks registration and obtains your certified copy of the registered deed — your legal proof of ownership.

Step 7: Residency Permit Application

One of the most compelling advantages of purchasing property in Mauritius through an approved scheme is automatic eligibility for a Permanent Residence Permit (PRP) when the purchase price equals or exceeds USD 375,000.
